Let’s create a custom Intune Helpdesk Operator Role as per your organizational requirement. Once the custom helpdesk operator role is created in Intune portal, you can deploy that to a group of admin users.

Create Custom Intune Helpdesk Operator
- Login to endpoint.microsoft.com with global admin or Intune Service Admin (Intune admin) permission
- Navigate to Tenant Admin – Roles
- Select Help Desk Operator role from All Roles
- Click on Duplicate

- Enter the name of custom HelpDesk operator role
- Click NEXT

- As per requirement – Select a category below to configure access rights
- Click on NEXT

- Select SCOPE tag
- Click on NEXT

- Click on CREATE button to continue

Deploy
- Double click on Custom Helpdesk role and deploy Helpdesk operator role as explained https://howtomanagedevices.com/intune/2052/intune-helpdesk-role-permission/
